Does anyone have a correct chart for the State of Texas?

Hello Everyone,

Does anyone have a correct chart for the State of Texas?

Wikipedia gives December 29, 1945 for the date the U.S. Congress admitted Texas into the Union. So I guess I'm asking if anyone has a correct time or the best assumption of a time. Thanks in advance.

       Texas, Dec 29, 1845, 1:42 pm CST, rectified by Marc Penfield, Austin, Tesas, Asc 6Taurus 21.   Time was rectified by
Marc Penfield from sources in newspapers which implied the president signed the bill during the afternoon.

REFERENCE book "Horoscopes of the USA & CANADA" by Marc Penfield, expert on Mundane Astrology.

Second chart is a biwheel, Texas, inner wheel, transits for the cold snap of February 13, 2021.
