Uganda... a place to watch

Does anyone have a good chart time for Uganda ?
It has had four constitutions since 1962. The last one was October 8th 1995.

 Physically Kampala aligns with Cairo.
On friday they had their election.

Uganda has had a very bloody recent history in the 70s. I hope it stays calm but with the  mood of the world right now and stars pressing it could get  outrageous..
