The other day I found out the ongoing delay in approving my tenancy to this facility is because the ultra-conservative/cautious Board will meet 8/31/19 (chart attached) to decide if they will admit those of us under the Waiver program. Yes, they should have had this meeting FIRST. prior to going through months of application, tours for potential residents and so on. For me this process started right when Tr Mercury S Rx so that seems to be flavoring the whole process. It also explains why so many charts and readings have been giving constant Neptunian answers, vague and confusing. It's not the staff delaying matters but the Board.

MARS cj MC shows argument/debate but VENUS also cj MC later degrees an agreeable financial resolution, especially TRINE H.2 planets? Not crazy about Saturn-SN-Pluto in 2nd, but can someone explain how relevant this Event chart is given it's too premature to ask from a Horary point - of - view?

I asked WHAT WILL THE BOARD DECIDE AFTER THE MTG. ? (about admitting Waiver applicants) basically. With a 01 degree ASC. we see that I have asked the question prematurely. Will ask again closer to the event.   Attaching that chart and the chart for the day/time/location of the BOARD Mtg. if anyone wants to add anything.

Horary chart referred to in post #1. 
(question asked prematurely)

Querent (me)/Chart ruler VENUS is cj my N NN @ 18 Leo---if that is relevant given this Horary was asked too soon. According to NT notes on Horary with ASC in too early or too late degrees the ASC., ruler, fixed Star degrees, planetary hour and Nodes all are still relevant.
