All predictive measurements in astrology have to be seen in the context of the person-in-question. For example, let's say that it's transiting Uranus conjunct Venus. If one person receiving it is 25 years old and the other is 80, there are two different realities.

Regarding Kamala, she is not only a woman but she's of a minority culture. Those two together create much more of an obstacle than is normally the case. She is in her Saturn Return. That by itself speaks to the tremendous change in her life whether she wins or loses. That said, when you look at her astrological measurements going forward, what you don't see is someone who becomes the first female President of the country UNLESS it's seen within the context of being in her Saturn Return

What you say is certainly true.  However, astrology is built on looking at patterns for things that have happened in the past and then building on them for the future.  There is no precedent for a woman becoming president of the USA, or a black heritage woman, or an Indian heritage woman.  Thus Pluto was discovered in the 1930’s but will not even make one revolution around the Sun any time soon.  And until we get to see at least 2 revolutions we cannot really know what Pluto’s predictive aspects really mean.    The same for a female black Indian person becoming President of the USA.

I remember Noel once mentioning that presidential candidates often show a Neptune Solar Arc to an angle during election season. He reasoned the possibility of it suggesting that the dissolving of private boundaries that are necessary in order to make yourself accessible to so may people and I imagine it feels abnormal and uncomfortable.
